DISTRICT VII, COMMISSIONER’S CUP

What: The OUSL is hosting the “DISTRICT VII, COMMISSIONER’S CUP”.  The Commissioner’s Cup is a recreational tournament and each team will play a minimum of three (3) reduced length games. See Tournament Format section below.  Commissioner’s Cup is only for District VII Recreational registered teams who have achieved a 1st, and 2nd  and 3rd place on their individual age groups, either in a League Cup format or end of season standingsor also will accept any team willing to participate.  No loan players are allowed. Contrary to the recreational season’s philosophy, scores and standings will be kept in all age divisions.  The coaching Code of Ethics philosophies will be maintained (i.e., every child will play at least 50% of each game).

The team rosters will be used from the CORIS system.  All players and coaches must present a current rooster at sign-in and must match the roster submitted at registration time.  No add-on players will be authorized to sign up at check-in time.

When: November 19th and 20th.  All games will be played at the Orcutt Union School District and Minami Center fields.

Who: 1st, 2nd and 3rd place teams or first come basis from all CYSA-S District VII Recreational League teams that have participated in the seasonal year 2011-2012 are eligible to compete B/GU08, B/GU10, U12, and U14. (over 14) B/GU19 will play coed and will play 7v7 (sorry but no U06).  Participation is strictly voluntary. A team may choose not to play; also individual players may choose not to play. Players must play on the same team that they played with during the recreational season. Only players who have played in at least five league games are eligible to play in the Commissioner’s Cup (unless player missed league games due to injury). Due to limited number of fields, we will only be able to accept a limited number of teams in each bracket.  Availability will be on a first-come-first-served basis.

How: League/Teams will be required to submit a registration form with the tournament fee no later than 5 P.M. on November 5th.  NO CASH WILL BE ACCEPTED.  Registration forms can be faxed to Rick Velasco at (805) 937-3450.  Fees can be paid on line at Cal South Registration System or fees can be mail to 634 Tamara Ct, Orcutt CA 93455.  The Tournament Director reserves the right to accept a late registering team if including the team simplifies the tournament scheduling.

Fee: The Tournament Fee will be $130.00 per team. No refunds will be granted after team acceptance.

Mandatory Check-in:  The complete team must be present to register an hour before their first game at the OAHS Information Desk located by the back parking lot entrance and at the Minami Center main fields. The team Coach or representative will receive the Commissioner’s Cup package. This is a mandatory check–in and any team that misses the mandatory check-in will have one point deducted from each preliminary round or round robin game.

Tournament Format: Each bracket’s tournament format is based on the number of teams entered in the bracket. The Tournament Director establishes each bracket’s format after registration is complete.

Tournament Conduct: Individual Leagues Mission Statement, Coaches Code of Ethics Leagues Code of Ethics must be followed. Special Note: A coach, parent, or spectator that is ejected during a game shall be banned from all the venues for the remainder of the “Commissioner’s Cup”.

TOURNAMENT RULES
             

Only recreational registered players are allowed to compete.

REFEREE
decisions are final. NO PROTESTS will be accepted.

Shin guards are mandatory for all players.

Medical Release Forms are mandatory for all players.

All participating players must play 50% of each game.

Unlimited substitutions allowed upon the following circumstances:

Stoppage Time by the Referee, except Indirect/Direct kicks

Injury, if play is stopped, on a one-for-one basis.

A player receiving a yellow card must be substituted for immediately and may return to normal play after the next normal stoppage in the game.

Keeper substitution only permitted at half time or if keeper is injured.

Other than an injury, no substitutions permitted during the last two (2) minutes of the game (or overtime period).

All players will receive participation pin recognition.

Awards will be given to first (1st) and second (2nd) place in each bracket.

Check the master schedule for when awards will be presented (usually after the last game).

A forfeit shall occur if a scheduled team is not on the field ready to play at the scheduled start time.

Preliminary Round or No-Playoff

Tie Breakers:          1.   Head to head competition

2.    Goal differential (goals scored minus goals allowed to a maximum differential of 4 per game)

3.    Least goals allowed

4.    Most goals scored (to a maximum of 4 per game)

5.    Shutout wins (forfeits not counting)

6.    To determine no-playoff champion or playoff–bound team: FIFA penalty shootout (ex: 4th place tie) To determine playoff position between playoff-bound teams: coin toss by Tournament Director if both coaches agree; otherwise FIFA penalty shootout (ex: 2nd place tie where both teams go to playoff)

Playoff Tie Breakers: If a playoff game is tied at the end of regulation play, the winner shall be determined by

1.     Up to two five (5) minute overtime

2.     FIFA penalty shootout

Game Length: All game times shall be as follows:

                                1.     Under 8,   Two (2) 15 minute halves, 5 minute half time

3.     Under 10, two (2) 20 minute halves, 5 minute half time

4.     Under 12, two (2) 20 minute halves, 5 minute halftime

5.     Under 14, two (2) 20 minute halves, 5 minute halftime

6.     Under 19 (Coed), two (2) 20 minute halves, 5 minute halftime

Other Rules:

 1. The home team will take the north/west side of the field and the visiting team will take the south/east side. Home Team will provide a Game Ball.

2. Partisan spectators will stay on their teams appointed side of the field (no one is permitted behind the goals).

3. Line up cards/Referee cards will be provided for all games according to the submitted rosters.  Cards must be  given to the Field Marshall 30 minutes before start of scheduled game.

4.  Any games terminated because of fighting will earn the team(s) expulsion from the tournament without refund.

5.  A player, coach, parent, or spectator receiving a RED CARD will be ejected from the field of play and must completely leave the field upon which play is being held. A two (2)-point deduction for each RED CARD received will affect the teams total points. If a player receives a red card, the player is suspended for the remainder of that game and the next game. If a coach, parent, or spectator receives a red card, that individual is banned from all  venues for the remainder of the tournament.

6.     NO alcoholic beverages, No dogs, No smoking is allowed.

7.     Coaches must remain in their Coaches Box.

8.     EVERYONE NEEDS TO CLEAN UP THE AREA AFTER EACH GAME.  PLACE ALL TRASH ON TRASH CONTAINERS
